Multi-sided platforms (MSP) are among the fastest growing and ever more important part of the daily life, providing services and communication The businesses of Google, eBay, Uber, Booking.com, Amazon and credit cards are just a few examples. These multi-sided (often two-sided) platforms provide an opportunity for users of both sides to interact and solve informational problems that hinder transactions. Due to the network and scale effects, MSP rise in size and power and generate many concerns for national regulators. The concerns arise from both competition policy and general economic power regulation, as some of the platforms become entrenched and seemingly indispensable for businesses and users.

Different countries, after facing a string of competition policy cases are discussing a closer to a regulatory approach to these platforms, with different levels of obligations to serve competitors and vertically related entities. Some are drawing parallel with infrastructure regulation. There are such regulatory changes in course or under discussion in different jurisdictions, such as BRICS countries as well as other economies, such as the European Union and the US. The lecture will review the arguments for such regulation, parallels and similarities of the regulatory frameworks proposed or enacted. Different countries may have different goals in their legislative initiatives and may face different hurdles for implementation of such regulation based on or competitive landscapes in their countries.


Эдуардо Понтуаль Рибейро — профессор экономики Федерального университета Рио-де-Жанейро и сокоординатор Исследовательской группы по вопросам конкуренции, права и экономики (GDEC-IE). С 2009 по 2014 год он работал заместителем главного экономиста и уполномоченным в CADE Tribunal (Administrative Council for Economic Defense) Бразильского антимонопольного ведомства. Специализируется на политике в области конкуренции, прикладной микроэконометрике и рынках труда. Автор более 50 статей в реферируемых журналах, более 30 глав в книгах.
